Rosendo Garza, Jr.

Overview

Rosendo Garza handles energy matters, including regulatory, compliance, and transactional matters. He represents clients in proceedings before the Federal Energy Regulatory Commission (FERC), the Department of Energy, and federal courts. Also, Rosendo is a member of the team of lawyers serving as general counsel to the New England Power Pool (NEPOOL), a regional utility consortium engaged in the wholesale markets for electrical power. In this role, Rosendo represents NEPOOL before the FERC and regularly provides counsel on the design and operation of the region’s wholesale electric markets.

Before working in the Energy and Utilities practice group, Rosendo worked as a litigator assisting companies defending claims alleging unfair trade practices, breach of contract, fraud and misrepresentation, breach of fiduciary duty, negligence, and violation of the Connecticut Product Liability Act.

Rosendo is passionate about pro bono work. As a way to continue working with service members, he represents military veterans in landlord-tenant disputes, as well as helping clients with discharge upgrades. Also, Rosendo successfully represented a pro bono client in an appeal before the Second Circuit related to his constitutional right to be free from cruel and unusual punishment, where the appellate court reversed the district court's grant of summary judgment. In addition, Rosendo represented a young Ecuadorian mother, helping her regain custody of her son under the Hague Convention on the Civil Aspects of International Child Abduction.

After law school, Rosendo served as a law clerk for the Honorable Alexandra D. DiPentima, then-Chief Judge of the Connecticut Appellate Court. In addition, he holds the rank of lieutenant colonel in the United States Marine Corps Reserve, having served three tours of duty in Iraq and one in Afghanistan as an infantry officer. While in law school, Rosendo received hands-on training in the Asylum & Human Rights Clinic and represented a transgender woman in obtaining asylum, earning a graduate certificate in Human Rights. He is fluent in Spanish and an avid runner.

Advise clients on the wholesale energy markets, including issues concerning the stakeholder engagement with and development of FERC-jurisdictional tariff and manual revisions

Represent clients in FERC adjudicatory proceedings regarding proposals to change rates, terms, and conditions of jurisdictional services filed pursuant to Section 205 or Section 206 of the Federal Power Act

Counsel clients operating in the renewable energy space on their rights and obligations regarding interconnection and energy market issues

Provide legal and regulatory analysis in connection with a client’s participation in an ISO’s wholesale energy markets
