Opinion: The role of the courts in Connecticut's debate over housing reform
Hartford Real Estate Litigator Matthew Letten recently authored an article for the CT Post examining Connecticut’s House Bill 5002, a sweeping housing reform measure aimed at addressing the state’s housing shortage by promoting multifamily and transit-oriented development. In the article, Letten outlines how the bill sought to incentivize municipalities to encourage new housing, establish as-of-right zoning for multifamily projects, and expand the attorney general’s authority in housing discrimination matters. Although the legislation faced criticism for its potential impact on local “home rule” powers and was ultimately vetoed, Letten notes that the judicial branch will continue to play a pivotal role in shaping how future housing reforms balance statewide priorities with municipal autonomy.
